The administration said the action did not deviate from Biden's proclamation because money that was allocated during Trump's term in 2019 had to be spent now. Asked by reporters if the border wall works, Biden said "no," but that the administration had to use the money. “I can’t stop that," he said.

    Title is a little misleading

This key detail is the thing nearly every news source is leaving out and it's infuriating.

Granted if he wanted to be cheeky he could "spend money on the border wall" and have all that money being used to build aid stations instead of actual walls, or see what loopholes are open to improve working conditions for border patrol agents who would have monitor the wall anyways.

        Nope.

Once congress decides to set money to a thing- border walls, Ukraine Military Aid… the president is supposed to do that thing.

Which, you’ll note, Trump was the one who (tried) to ignore that. You’ll also note that Putin invaded almost immediately after Biden stepped into the office. (Because delaying at that point meant letting Ukraine become increasingly resilient.)

If it wasn’t obvious, trump is a traitor.

            it was actually trump.

It's also deeply unpopular, as it's being demonstrated to be largely useless… and the amount of graft with the contracts to build it being positively insane.

Congress controls the budget and whoever is president signs it into law. I would still think there is something Biden could do but it might take cooperation of Congress

he can (and has,) ask congress to reconsider, but the funding was already approved in a bill signed by trump. congress has refused to reconsider it, leading to work needing to start going on.

because then less funds will be allocated on the next funding cycle - and if there are insufficient funds then projects dont get completed.

In other words, emphasizing to Trump's followers that Biden is the moderate who will build some walls where appropriate.
