So who exactly might come out of second place and snatch it from him while they count?
Because if there “projecting” him to win that must mean it’s likely but not a sure thing.
It means that they were certain at the time of reporting that he was going to win, but it would be patently false to say he has won, since it hadn’t been officially tallied/officially declared.
