Anyone can make a list of names, label it “evil people” and leave it for authorities to find. They can even put people they don’t like on it without them knowing…overall I’m sceptical of a “magic list of rich powerful criminals”.
For anyone who is found guilty, sure we can behead them…just don’t start with the one attached to the neck.
