Hell, voter rolls are usually available for a relatively small fee: https://www.ncsl.org/elections-and-campaigns/access-to-and-use-of-voter-registration-lists Any competent campaign would already have identified their likely voters.

So I’m leaning toward they didn’t buy targeted data, they just bought the cheapest data they could. They may have no idea who their likely voters are.
