Chile's geography is far more mountainous and far fewer folks perish in earthquakes - their civil construction is lightyears ahead of Afghanistan & a large part of that is due to a relatively stable government (even when the dictator was ruling, that was still true).

all true, I'm bot even saying that this disaster was really that unavoidable, but human in nature and with people at fault.
