Something like this: https://worldpopulationreview.com/country-rankings/freedom-index-by-country This rank would use object criteria e.g. Is every vote for every office weighted equally? Does the system disfavor more than 2 parties? How easy is it to vote? Are voting districts determined objectively?
No it’s not democracy. It’s a bad implementation of democracy. Just like a bad implementation of communism doesn’t work.
